Why no per-user pricing?

Because bar teams change all the time. Per-user pricing punishes using the system; you pay per location.

Is there a lock-in contract?

No. Pay month to month, or the year up front for 2 free months and setup included.

Can I start with Purchasing and upgrade later?

Yes. Purchasing doesn't require changing your POS; when you want the whole bar you move to Operations without losing anything.

Do prices include VAT?

No, they are plus VAT, per location per month.
